    CHIEF EXECUTIVE OFFICER

    Ms. Garcia, is a healthcare executive with more than 20 years experience in the healthcare industry. She is a member of NCCHC and American College of Healthcare Executives. Ms. Garcia has extensive operational and hands on experience in her various roles in the correctional healthcare and staffing industry. She was specifically responsible for all fiscal, operational and clinical aspects of contract compliance and monitoring.

    She is experienced in performing medical and mental health reviews, audits and benchmarking to ensure compliance, quality of care and accreditation for large and small jails throughout the United States. She has worked with NCCHC and other accrediting bodies such American Correctional Associations to ensure continued accreditation.

    Her ability to identify trends, outliers and drill down on root cause provides a springboard to help others be proactive in ensuring quality of care to the patients. Additionally, Ms. Garcia’s extensive work in provider contracting and claims management provides experience working directly with hospitals regarding transport and security operations. Her negotiations experience and responsibilities have given her a deep understanding of referral patterns, appropriateness, cost and other metrics to monitor/evaluate and provide feedback on services that could be provided in an alternative cost effective setting(s).

  • Missy Tietel

    VICE PRESIDENT & CHIEF PEOPLE OFFICER

    Missy Tietel is the VP and Chief People Officer for Guardian. In this role she leads the oversight of all aspects of our people systems.

     Ms. Tietel brings over 20 years of experience in leading and transforming human resources in various industries, including healthcare and technology, within the public sector, non-profit, and private for-profit companies.  
    Her core competencies include HR start-ups, HR consulting, communication, employee development, compensation and benefits, employee relations, compliance, and leadership and strategy. She holds a Masters of Arts in Public Administration from Minnesota State University, and holds SPHR and SHRM-SCP professional certifications.  Ms. Tietel enjoys mentoring and advising other HR professionals and C-suite executives and is passionate about creating innovative and effective solutions that foster employee engagement, productivity, and growth, while supporting the business needs and objectives of the organization.

    Missy prides herself on being a creative thinker, problem solver, and decision maker who thrives in dynamic and challenging environments.  When she is not engaged in her work, she enjoys spending time with her husband Ed, and her five dogs.

  • Andrew Small

    CHIEF DEVELOPMENT OFFICER

    Andrew Small is a Registered Nurse and a healthcare executive with more than 19 years experience within the healthcare industry. He is a member of the National Commission on Correctional Health Care and has over 15 years’ experience in correctional healthcare. Andrew has vast experience during his tenure within correctional health and has held roles such as RN,Director of Nursing, Health Services Administrator, Regional Director and Regional Vice President of Operations. He has most recently been responsible and accountable for all operational, clinical and fiscal aspects of local government contracts.

    Andrew is proficient in building highly effective and productive teams delivering quality healthcare to the incarcerated populations within the United States. He is experienced in developing processes and procedures to improve the delivery of care which results in better patient outcomes. He has experience conducting internal and national accreditation audits and developing action plans that sustain process improvement to meet accreditation standards.

    His commitment to industry improvement and leadership development drives positive patient outcomes and enhances quality of care to the patient population. Andrew has a passion or building relationships with all stakeholders and frequently engages in community partnerships to ensure continuity of care for patients. He has vast experience with government, hospital and community contracting with a deep knowledge of the correctional healthcare system to help provide a cost-effective program that delivers high quality services.
